For touch, we can use powershell: http://ss64.com/ps/syntax-touch.html. There are probably other implementations, though it's unfortunate that it isn't built-in (the Windows team even has a version of touch used inside Microsoft).
Though that would mean we are dependent on powershell an we'll fail if it's not there. Assuming we support Win2k8R2 and higher (same as Win7 and higher), this should be fine (it's installed by default). If we have to support Win2k8 (where powershell exists, but is not installed by default) or Win2k3 (where you have to download and install it separately), that's less optimal.
If you are running XP then I will ask you to unplug the network interface and step away from the computer.
