Foreground dispatch should only be enabled by onResume about phonegap-nfc HOT 4 CLOSED

I removed startNfc from everywhere except onResume and init.

I still need to look at putting nfcAdapter into a member variable and the threading issues based on the link above

This fix seems to have caused an issue whereby an ACTION_TECH_DISCOVERED may not get triggered the first time a tag is scanned after registerNdef is called - an ACTION_NDEF_DISCOVERED is triggered instead, because the foreground dispatcher has not yet been updated with the new IntentFilters (it seems to get updated afterwards, so the next tag scan will trigger the correct action).

This seems to be fixed by calling startNfc after registerNdef, but I'm unsure whether this is safe to do.

Do you have some sample code demonstrating the problem, that would help work through a solution.

I expect that I need to call foreground dispatch after modifying the filters, but handling the illegal state exception. I wonder if this is related to #99.
