Yes, they are. In future we probably will remove the YIN files.

I am trying to write a new yang file and write callbacks for now and use Netopeer2 to test it.
How can we generate .yin and .h and use it for now.

These files are used only for internal purposes. If you want to have your YANG schema in Netopeer2 server, use sysrepo instead.
