The Cerbos container doesn't include an OS. This is to keep the security surface as minimal as possible. If you're unsure about your volume mounts, you can test them out with another container that has an OS. As long as the volume mount flags are correct, they should work the same way across all containers.
If you absolutely need to obtain a shell, you can use a tool like cdebug with Docker or a debug container if you're on Kubernetes.
