Extra table alias is being generated, but then ignored in the final stage of an accessible_by query about cancancan HOT 1 CLOSED

This appears to be related to rails/rails#40106 and I was able to fix it by updating the way that my associations were being referenced in my scopes.

For example:

# pre Rails 6.1 syntax
supplemental_supports.where(fob_hospital_entities: { short_name: user.hospitals_for_review }).funded.all
# became
supplemental_supports.where(hospital_entity: { short_name: user.hospitals_for_review }).funded.all

This allowed the Arel query planner to understand what it had aliased and what it had not. (At least, that's what my mental model tells me. I have no greater insight into how Arel works than the nearest woodland creature.)
