Good question,

stats.poisson.rvs accepts, as a first argument, the parameter lambda of the poisson distribution, denoted p_1_true in this example (though that is a poor name, and I will change it). With lambda set, we can draw data (read: samples) from the Poisson distribution.

Remember, we only see the data, never the parameters. Hence our likelihood accepts the data, and we use it to perform inference on the unknown lambda.
