php.ini not overrideable in devenv.local.nix about devenv HOT 5 OPEN

It's currently quite confusing, but php.ini appends options.

phpOptions on the FPM pool are intended to overwrite the config only for the web server and not cli.

I think the last config option should win 🤔

when it appends to the end it should just work:

[nix-shell:~/Downloads]$ cat php.ini 
session.save_path = "tcp://127.0.0.1:6379/0"
session.save_path = "tcp://127.0.0.1:6380/0"

[nix-shell:~/Downloads]$ php -c php.ini -i | grep save_path
session.save_path => tcp://127.0.0.1:6380/0 => tcp://127.0.0.1:6380/0
