The TSC reviewed this proposal in our meeting today and agreed to accept it.
However, this isn't a PR so I can't approve and merge it yet. Make a PR and I'll be happy to do that :)

FYI @brendandburns has implemneted a wasi-http Go SDK in https://github.com/dev-wasm/dev-wasm-go which might be related to this proposal and can be part of the "Exiting Resources"
