There is a PR with the ability to provide a different file and a regex pattern to determine the version, though it needs a little tweaking and I've been underwater trying to wrap up issues on other projects. Point: this is something in the works... would that suffice for your needs?
That said, I'm not at all opposed to the idea of having a prior action determine the original tag... seems like that would be a great addition, even if the feature I mentioned above would work. I could put a check in the action to see if a prior step has specified a version, and if so, use it as the base line when comparing against the tag list. I'm not sure when I'll be able to do this, so I'm going to mark this as an enhancement request and if someone has time to do it before I can, I would certainly accept a PR for it.
