Boot the Beacon chain about agoramainnet HOT 3 CLOSED

I completed the test of booting the network using one beacon node.

1. I wanted to check if POA and beacon chain are working well. (Instead of POW)
2. I wanted to check if a non authority node can operate as an Execution Layer.
3. This is because if these are proven possible, we can slowly prepare for The Merge after Ethereum's The Merge is completed and it stabilizes.
4. We have not yet seen proposing and validating blocks with only beacon chains without creating blocks by Ethereum's POW.
5. Even if Ethereum's The Merge is delayed, our opening schedule will not be affected.
