In my opinion, if Biznet is POA then it doesn't make sense to keep terminalTotalDifficulty in the Genesis block. We will have to update Prysm to remove POW related dependencies. Then when we are ready to switch from POA to POS we can hard fork at a certain block number.

^^ As long as the unmodified Prysm client is not expected to work when Biznet is launched.
If that is expected then maybe it can be left in the Genesis but we ignore it when launching MainNet and use the hard fork for POA to POS still.
