Change up the way the fabric commands for bootstrapping work.
- Don't have db engines in the requirements.txt, make that part of the db_new_install method that checks for the url and installs the right engine
- Request that a user enters their api passkey when init'ing the install with new_install

The api key is a good idea. We can do that now, so marking for 0.3 support. Should prompt the user and then process a template variable from the sample.ini during the copy over process.

The api key is now part of the user system so forget that. The db engine part is complete already.
We still need some decent upgrade script that will run
- Pip install requirements.txt
- fab xxx db_upgrade
- maybe some auto script to help with any extra steps
