IIRC there was a reason to be able to config them differently (probably that backend and frontend users should be handled by different parts of an organization), but to at least default the auth settings to the bolt settings would be nice.

The reason is probably that on many sites the "global site email" is different from the "memberships" mail.
This means that you must to be able to set a different email if you want to.

Using the default from the global bolt system is mostly a fallback system for when a site builder sets up everything - so its a UX thing for site builders where the sender email works out of the box if the emailsettings of bolt in general are set up correctly.

It is also a "best practises" thing for extensions developers that they use the global mail as a default, and BoltAuth is one of the tentpole extensions that should set an example here IMO.
