TLDR seems you need an existing system compiler, not just one installed in the switch, which is probably a good idea anyway.

Yes... I just did this on a fresh install and this seems to be the reason. The bad part is that it seems that only a system compiler, and not one installed through opam works, which seems questionable...

To be sure: the new switch will need a new installed compiler, so I don't know if it should be listed in the opam file, or if it's a straight opam bug (the feature is new enough after all).
In particular, if you don't clear the switch (when creation fails and opam asks to), you can then pin coq and coq-iris by hand (maybe you need to also ask for an opam compiler explicitly, I forget if dependency resolution works there).

The way I made it work is to mandate an exact version of ocaml in the opam file. For some reason giving it a range did not work....

But I don't know if it would suit you to have an ocaml compiler just for this folder...
