I found what is wrong. When I define a literal route on zf2, I have to define which controller and action the route should call inside an array defaults. In the case of a literal list-users route, if inside the module.config.php I set defaults['action'] = 'listUsers', then I have to use the same pattern in bjyauthorize.global.php to define which actions are allowed.
I don't know whether this information should be in the docs, but I will close this issue anyway.
