Scrapers are using actions/checkout@v2, which needs to go to @V3 to get Node16.
Scrapers use biglocalnews/upload-files, which also uses actions/checkout@v2 as far as I can tell:

warn-github-flow specifies biglocalnews/upload-files@v2 in at least one spot, so we need a new version to the above (or not to specify a version there). That's in .github/actions/extract/ and /transform both.

Can't find scrapers' use of actions/checkout@v2, unless I saw it in the logs where it was maybe pulling from upload-files.
