You could set the timeout anywhere, e.g., wp-config.php by adding the command set_timeout(0);, if your system is set up to accept it. The same could also be done globally within php.ini.

As for command line, it'd be cool to integrate with WP-CLI, but in short, you could create a separate CLI file, that would grab wp-load.php, grab the plugin file, and would have to run export(), but would need to override send() to save the file instead of trying to return it via the browser.
