UIs - verify/fix missing legal type logic about entity HOT 3 CLOSED

I've updated the estimate as this is larger than expected (as it includes adding missing resource files), and while I'm here I'm also going to synchronize the naming of various entity/legal type getters.

Also, this ticket will require regression testing of some existing filings.

Test Notes

In Create UI, the following are affected by the new entity types:

• amalgamations (eg, the rules for which businesses are allowed)
• dissolution (eg, resolution summary + dissolution filing JSON)
• office addresses (misc filings) (eg, inheriting records addresses from registered addresses)
• resources (new business types) for regular amalgamations, short-form amalgamations, dissolutions and restorations

In Filings UI, the following are affected by the new entity types:

• cont in legal types now have resources (for various strings, codes, etc)
• non-BEN corps now includes cont in legal types (to redirect to COLIN in Prod)
• amalgamation selection page now displays correct text for cont in legal types
• amalgamation selection now converts cont in to regular legal types

In Edit UI, the following are affected by the new entity types:

• alterations (esp legal type changes)
• corrections (corps only)
• limited restoration extension
• limited restoration to full
