Verify - UI - BUG - Transfers (Declared Value Disappearing) about entity HOT 4 CLOSED

@LizGovier @chdivyareddy I monitored this behaviour in DEV and the UI is submitting an API request to get the current MH information when the user picks a transfer type. The UI already has this information, maybe the redundant API request is to simplify UI resetting when the user switches transfer types. As previously documented TEST mainframe DB2 access is slow as a shared resource, which may explain the different TEST behaviour. Maybe get someone to verify in faster PROD if the disappearing declared value occurs? If so we can allow the behaviour. Or modify the UI to only make the duplicate API current MH request when the transfer type changes - not when selected for the first time.

@arlentees @chdivyareddy @LizGovier @doug-lovett Divya and I cannot reproduce the issue in test and I cannot reproduce in prod. We believe that this issue was fixed when more transfer types were added. This issue can be closed.
