This appears to be working correctly.
As staff, with a NIGS business, when I click "View and Change Business Information" then I am directly redirected to Edit UI.
As a regular user, with a NIGS business, when I click "View and Change Business Information" then I see the error dialog.
Sample business: https://dev.business.bcregistry.gov.bc.ca/BC0871463?accountid=668 (can be opened as staff or BCREG0020).
