Hi @edent, and sorry for the very late reply. The rotation is relative to the north in the Web Mercator projection, the one used by Leaflet and Google Maps, which is a "grid north" equal to the True North.
I don't know of any plugin able to deal with magnetic north in Leaflet, but maybe some solutions exist.
