Basic documentation for logging / debugging about bazel-buildfarm HOT 6 CLOSED

#191 contains my first stab at Logger based logging. If you have a scenario that you think deserves better logging, please let me know, or file a PR!

In the bazelbuild org's buildfarm, there is not. I have however committed https://github.com/uber/bazel-buildfarm/commit/39c4afede1bc10a090ed648fdc04d05885e2c399 to https://github.com/uber/bazel-buildfarm/tree/working, and planned to put up a similar commit to bazelbuild that uses log4j 2. I will see about putting that up shortly after I release a viable shard (planning on doint this today).

I have some logging that I've relied upon for some time that I will put up for the worker and scheduler to output - it will contain pipeline status, timing, and operation state transitions.
