To mitigate, you can try deleting the lock file. Since you are running v1.0.2 of Azure CNI, it is possible that there is a code path that can leave the lock file behind if it crashes in the middle of ADD/DEL (especially with node out of memory).

We have done some more investigation and found that the cluster was under intense memory and CPU load at the time of this issue. We thought it may have caused the CNI to lock the store, not be able to complete it's action and therefore never unlocked the store for the next operation.
