Working backwards, the error is in IoT resource creation, which is limited to 10 or 15 API calls per second. In a few edge cases, throttling would occur. try/excepts added to all calls with hard delays right now. Increased Lambda run time to 5 minutes just in case of significant delays.

Created stress test to create resources for 25 users started at the same time. Run was successful, testing later this morning with 120!

120+ account creations were successful. Still need to:
- refactor for decoration of retries
- process to delete partial creation of account and respond
- websocket left open during resource creation to alert on steps (remove "please wait")
