Indeed. However this sould only be added to the Order and not to the Cart - therefore, it's exposed as a method of the shop's api for shipping backends ( see https://github.com/divio/django-shop/blob/master/shop/shipping/api.py#L18 ).
An example would be the flat rate shipping backend (https://github.com/divio/django-shop/blob/master/shop/shipping/backends/flat_rate.py#L29), where the flat shipping fee is added to the order (and the total price is updated accordingly by the API)
I flag the field as being "is shipping" on top of that, so that the cost can be differentiated (not sure in what case this can be useful, but I guess it would be useful eventually and it's quite "cheap")
Isn't this already enough? Or is this bug about something else?

that's all right
I have tested with few open orders and it has always added shipping costs to the first one
