Good idea, but it should align with https://github.com/sindresorhus/ava/blob/master/docs/recipes/when-to-use-plan.md. There's usually no reason to use t.plan() with sync tests, unless with branching.

This rule should also ensure you use t.plan() in callback tests.

Check that the number of assertions equals n

This breaks a case, when you run assertions in a loop:

t.plan(4);

arr.forEach(item => {
  t.true(item);
});

Linter will count it as one assertion, thus not matching t.plan().
