Finalize_readme about atomec HOT 6 CLOSED

@acangi The readme looks very good thanks, I updated the LICENSE file to BSD-3.

The links to eg contributing and installation don't work, I guess these will only activate once (a) they are set up and (b) we enable github pages by making the repo public. Btw, should we "go public" without an announcement to check everything is working ok - probably no-one will accidentally find it! Then once we have the first release we can announce and mirror to casus etc.

I have emailed Eli and Nathan so we can add them to the project.

@timcallow Please have a look. We should also let Eli and Nathan have a look at it, before merging with develop and creating the first release. I have created the branch 1-Finalize_readme to work on this issue.
