I'm going to close this out, I haven't seen this happen and I don't think @izuzak has reported any support issues with this issue.
apm was updated awhile ago to wait for the tag to be available via the GitHub API before hitting the atom.io API to publish the new version.

I've been seeing this recently (where Pushing vWhatever tag hangs). Killing the process that shows up in ps as ssh: /tmp/ssh_mux_github.com_22_git [mux] stopped it hanging and allowed it to finish.
Relevant bits of my ~/.ssh/config:
ControlMaster auto
ControlPath /tmp/ssh_mux_%h_%p_%r
ControlPersist 5m
