It might be connected with bbatsov/projectile#234. I'm not using tramp so it's hard for me to test it. It seems that newer projectile has better tramp support. Can you try upgrading your projectile code and see if that helps? If you're using melpa it should be as easy as M-x package-install RET projectile RET.

I have updated this morning (US/Eastern) and the problem still exists. My projectile versions are:
projectile 20140428.205
projectile-rails 20140420.134
which are pretty new. I was thinking this could be a projectile problem surfaced by projectile-rails, but I don't know how to test s the problem goes away when I disable projectile-rails. I didn't see much in the code base of projectile-rails that looks related to this problem, but I'm an elisp noob.

To test if this is only projectile related - just uninstall projectile-rails and see if the problem still exists. Although after uninstalling make sure that you restart emacs, so you start without any of the projectile-rails code being loaded.

I just commented out the projectile-rails bits in my .emacs and uninstalled projectile-rails via the package manager. Tramp seems to function ok. Vanilla projectile is running and I see it in the status line.

If you need access to a password protected account to test with tramp, I can temporarily provide one.

I suffer from the same problem, I use MELPA versions. I think it happens because projectile-rails-on is called a lot times when trying to open a connection with TRAMP, but I'm not sure.
