Thanks for pointing this out. It seems some xsd validators have issues with comments at specific places in the xml files. We will verify this and update the scenarios accordingly.
Meanwhile you can try to remove the comments from the files and see if this works.

I just tried to run the scenarios myself and when trying to run the most recent OpenSCENARIO 1.1 scenarios with CARLA 0.9.11, which is only compatible to OpenSCENARIO 1.0 I get this same error even without any comments in the scenario. So I assume this is because the "ConstraintGroup" element was introduced in OpenSCENARIO 1.1 and the CARLA parser of course doesn't know this element.
Does this explain your problem?
If you want to run the scenarios with CARLA 0.9.11, you would have to use the release v0.3.2 with the 1.0 versions of the scenarios.

Thank you very much for the debugging and clarification, it totally makes sense to me. In that case I will be using the v0.3.2 for Carla.
