This is a kde bug, even if the slider is in the lowest position, the requested brightness is still above 0. Manually writing 0 to the relevant sysfs file will turn the backlight off entirely.

fixed in https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/3166 but as farr as I can see only for Plasma 6 so far.

Heh, I had to go into a pitch dark room to notice.
This probably doesn't affect power consumption in a measurable way at that PWM level, but we should get it fixed.

btw this appears to be the way to write the aforementioned 0 to turn off the keyboard backlight:
echo 0 | sudo tee /sys/class/leds/kbd_backlight/brightnessfrom linux.
