Argocd Version is 2.10.9 , we been restarting
application controller to fix the issue

I will give you a background , we recently upgraded our Argocd version from 2.8 to 2.10.9 and after that we been seeing that all our argocd applications are in stuck refresh mode as per our observation we see that the in-cluster status is empty and we been restarting the argocd stack to fix the connection where everything starts working fine , this is in GKE 1.29 version....

We have seen this as well with about 50 clusters configured on EKS 1.28 with argod v2.10.2. Application controller restarts seemed to fix the issue for us but haven't been able to pinpoint exactly what is causing this.

we are facing the same issue as well , it is only happening when using consistent-hashing sharding algorithm , however it got fixed after restarting application controller.
are you also using consistent-hashing ?
