So you want to be able to edit production.env on the server and do sudo service cabot restart, and have the new settings picked up by the upstart job?
I think it's possible but a bit fiddly and probably unnecessary for the majority of use cases. My suggestion that we just add something to the docs as you suggest.
(Docs are implemented just as gh-pages branch of this repo; you're welcome to send a pull request or I'll put on my to-do list...)
