Are you sure that the tap to click toggle is enabled in the Mouse/Touchpad section of the settings program?

I was so focused on the tweak tool setting that I completely overlooked the mouse and touchpad in that general setting. My apologies for not paying extra attention, by the way, it sure is an honor to meet one of the developers of this OS.
