@potench - please take the following as a guess from another novice just starting to read the codebase 🤕
So I think this is used for postMessage, when vendors load in iframes they cannot access the CMP API directly, so you must implement a message system via https://developer.mozilla.org/en-US/docs/Web/API/Window/postMessage

The iframe is added so a script can determine if the CMP is available in any parent window. I've added it to this CMP because it is defined as part of the spec described here: https://github.com/InteractiveAdvertisingBureau/GDPR-Transparency-and-Consent-Framework/blob/master/CMP%20JS%20API%20v1.1%20Final.md#CMP-present
