Rustの型のほうがSQL型よりも粒度が細かいならば、
SQL型に対応した new type を導入すれば実現可能。

SQL型が決まっていて、評価値の値が決まっていないとき
INSERT INTO t (c) VALUES (1) なんかが該当。cのSQL型はスキーマから定まっている。
この場合は、SqlType -> new type とすれば良い。
ここまで書いていて、どうして中身が Vec な NNSqlValue なんて必要なんじゃ？という気持ちになってきた

new type を導入すれば、pack() は不要になる。
unpack() は record.get::(field) のようなAPIのコアになるので依然必要。しかも「取得側には優しく」の原則で、i16をi32に拡張して取るのは許容しつつ。
