Today, I reviewed the license (with expert guidance) and it seems the body is a copy of an MIT license (it did look familiar at first glance). That means, if we only import this library and IFF we have to keep it... we need to list it in the new DEPENDENCIES.md file as "MIT like". I would be happy to close this issue once that is done. @dubeejw @mdeuser @lzbj @daisy-ycguo

For this repo, @paulcastro is best to answer the go-i18n package usage question above... and I think he would also be the creator of the above mentioned DEPENDENCIES.md file.

There is technical debt here that we need to pay. We currently depend on a copy of the go-whisk code in the core OpenWhisk repo, which in-turn depends on the go-i18n library. Our copy is intentionally short circuited to remove the go-i18n dependency because of compilation issues I encountered in early versions of wskdeploy. I intended to put it back when we had a better handle on how it all worked.
