This is expected, because they are not host scoped variables. see vars lookup for a complete list of variables. https://docs.ansible.com/ansible/latest/collections/ansible/builtin/vars_lookup.html

The actual bug is that extra vars show up in hostvars

This is mind blowing! In the decade I've been using Ansible, I have never heard of a non-host scoped variable. I always thought EVERY variable gets tied to a host as part of variable merging (https://docs.ansible.com/ansible/latest/inventory_guide/intro_inventory.html#how-we-merge).
Since this is expected behavior, I'll close this out. Thanks Brian.
