Hmm, worked in Firefox, but definitely not working in Chrome Beta.
It doesn't like
var $ViewDirective; // forward reference
then
function $ViewDirective( $state, $compile, $controller, $anchorScroll) {
}

im using the latest release version of chrome and its working fine. Perhaps the beta version of chrome?

Ah, disabling the experimental js flag, and now it works. Maybe it's a chrome bug.
