This is in bower, why would it need npm as well?

You can use bower modules with debowerify

I don't get it, this even has a package.json, why go through awkward ways to use a node.js module when the clear standard way of using node.js modules is installing them ?

Having a package.json means it's an npm module, why not publish it ?
