The idea would be to explain your workflow, for instance:
Where should we do changes? How do we compile? Do we need tests? how many? what are the requirements to pull?

OK that's an interesting idea.. I guess that kind of thing will probably flesh itself out as I get more pull requests and decide how to incorporate them. Right now I have no such guidelines specifically.

OK now that v1.0 supports locales in the Date module, including custom locales, I added a simple guide in the readme about contributing more Date formats and localizations. This is pretty much handle the contributions I am expecting / hoping for.
