Let's track the repo migration for the owners bot as a separate issue.

Add to this, currently the GCP project for the owners bot is based on the old repo, so deploys require a manual copy/commit into the cloud repo rather than just pulling the latest from ampproject/amp-github-apps. @erwinmombay and I have toyed with this, but haven't yet managed to switch the cloud repo over

To make this happen, I think we might want some sort of simple UI for setting/configuring the environment(s) for each app (since it's obviously not checked into GitHub). A simple dashboard showing each app with commands to stop, restart, deploy from HEAD/a commit, and edit .env variables would probably be really useful

I think the npm run deploy-tag feature that @rcebulko developed is a good enough, we don't really need a UI for this :)
