TLS Version mismatch issue about log4net.appender.splunk HOT 4 CLOSED

Done the following code change, as not a contributor not able to raise pull request:

certificateHandler.SslProtocols = SslProtocols.Tls12 | SslProtocols.Tls11 | SslProtocols.Tls;

This might resolve the issue
