The IPA you are attempting to install lacks the platform-application entitlement, or is otherwise improperly signed for iOS 11.
This is an issue most commonly associated with pirated IPAs — while I do not have any proof that you are intending to use AppSync Unified for piracy, I will say that the bundle ID you have there (of Cesium) is very suspicious.
