Thank you for taking the time and creating the minimal test project. This is indeed a bug which occurs when you select a workspace relative rule set and the project containing the rule set is stored outside the workspace folder.
I released version 1.0.1 which fixes this problem. All you need to do is update eclipse-pmd.
