Hmm.. I think this is caused by how the blacklist was implemented. It still watches for health changes but just disables the notification. So when the blacklist was lifted, it also sent notifications.
Certainly is a bug.

This was fixed last month. Whoops forgot to close the issue. Will push out a new build soon.
