docker compose setup "can" become inconsistent about opencue HOT 2 CLOSED

You're right that this can cause an inconsistency. In particular if it's been a while since our last official release, the image can be pretty far behind master.

As a workaround, we have a step in the quickstart to build the Cuebot image locally -- step 5 here. This will at least get the Cuebot and database on the same version.

As a long-term fix, we plan to publish Docker images more frequently -- on every commit to master, which should keep everything in sync.

I realized we didn't have a ticket to track this, so I wrote up #1227, which goes into more detail if you're interested.
