yes I think for a complete validation you have at least to parse "way" and "node" context. Global context is parsed implicitly by parsing way or node. However, there is not, but there could be, more validation e.g. in reading the global variables (e.g. range checks on the elevation params ), so the simplest solution is probalbly just calling the RoutingEngine-Constructor.
Validation errors from readMetaData should not be an issue because this is the lookup.dat which is not going to be uploaded by the user.

Some exception messages might not be suitable for the client, e.g. readMetaData includes an getAbsolutePath(). [...]

Sorry, referred to the wrong method, I meant parseFile. For now, I'm just removing the path by String replacement for that specific exception.
