NPC's not working about orpheus HOT 9 OPEN

The only NPCs I can confirm to not be working are the hair/skin NPCs. Likely because they're missing scripts. I can implement these to make it more GMS-like, but there is Kin (and the kin player command) to solve this issue.

Mar the Pet Fairy in Ellinia has the dialogue for "pet revival" but it doesn't seem to work, script is broken. Is there a specific way to revive pets that I may be missing? The "A Mysterious Egg" quest is pre-enabled and triggers are level 15 (the starter).

The Ariant NPC was fine, but did nothing important. So, I wouldn't worry.
The Storage NPCs worked fine, but you've been having that problem for awhile now...

A scripting issue is when a npc does not have the file that tell it what to say and do. Scripts are relativity easy to write and do not interrupt major game play. So for the npc's that are not used much, the scripts are probably not complete, have some minor errors or just missing. I think you should report npc errors, he will probably check that its also true on his testing server and just add all the scripts in a patch when he gets around to it.
