Add a CONTRIBUTING.md about aws-vault HOT 5 CLOSED

Do people actually read these? I've never read one of them. It seems like the sort of thing you'd add once a project got to a particular size.

This is relation to my comment on the blog. The main point is

it's good to pre-emptively think about what information you'll need from users creating issue to ensure it's actionable.

Directing people to create issues without any guidance is a recipe for "please help it's broken" style issues. If we're planning to support this, rather than throwing it over the fence, these are the kinds of things worth thinking about early.

Yup, fair point. At a minimum version and --debug details are important.
